Perhaps you can answer a query for me?

I don't do too much SSB operation - but in the recent SSB Field Day contest,
I gave out some points. I noticed a lack of contest activity between 7.1 and
7.2 MHz and also on certain parts of 80m. In fact, on 80m I overheard one
competitor being told to QSY "because this was not the contest section". I
have taken a look at the various rules but can't find confirmation of this.

Are there such rules, and why no activity on 40m between 7.1 - 7.2 MHz?  (is
it because of the IARU allocation on a secondary basis - or perhaps because
not all regions have this allocation?)

I hope these aren't stupid questions - but I have to admit that I don't know
the answer - and just wanted to know in readiness for next time!

Anyone know?
