Tim,
Rule 4i of the VHFCC General Rules indicates clearly that "the setting up of
scheduled QSOs by the use of talk channels" is entirely within the rules,
indeed almost encouraged. I'm sure it was intended primarily to cover
"limit" operation, but as written, those who prefer winning to losing seem
quite entitled to take advantage of it in any of the VHFCC events. JJ might
feel called to add a comment here.
Anyway in case it helps, I understand it's all change shortly on the Contest
Committee front; some of these anachronisms might well fall by the wayside
before too long.
