[UK-CONTEST] New licence docs

No my licence wasn't due for renewal until July but if you follow this link:

http://www.ofcom.org.uk/licensing/olc/

It will take you to the licencing area where you can then follow the
login/register link.

Once registered (takes a while for Ofcom to confirm by mail) you can then
create your new licence PDF before the normal renewal date (with no charge)
