[UK-CONTEST] New licence docs

Thanks to all you 'beta-testers' of the new Ofcom system for bombarding them 
with calls for help. Perhaps these will lead to an improved system soon, at 
which time I might enter the fray. Such web-nonsenses drive me crazy, so I 
will wait for the system to settle down first! (licence expires late Feb). 
It sounds to me like total incompetence, no doubt doing things on the cheap.
Still, it occurs to me that there's little point in moaning here - we should 
pass comments to RSGB. Are they in the loop on this shambles?
