Many thanks for clarifying the intended use of IARU contest preferred 
segments, and I'm very sorry if I misrepresented the rules and regs.

When I want to consult the IARU rules and regs, I usually go to:
http://www.iaru.org/Region-1-HF-Bandplan-2006.pdf

When I want to consult the RSGB rules and regs, I usually go to:
http://www.rsgb-spectrumforum.org.uk/bandplan.htm
(Or the January 2007 RadCom.)

I'm sure that many of us do the same.  However, my old eyes are having 
trouble finding the exclusion to which you refer.  Please help!
