Well the interpretation of the rules that you refer to sounded like 
utter nonsense to me and verification of that took just a few hours, the 
response from the CC was very prompt (thank you - Pete)

As any combatant could have done the same check as me I am left to draw 
the same conclusion as that of Ray - the decision not to spot in a vhf 
contest is more likely to relate to a "win at all cost" decision than 
any confusion over the rules.
