The problem is still going to be to keep some of the EU stations DOWN to 
  1.5kW. This amplifier arms race is ruining it for everybody, and 
ensuring that fewer and fewer can compete.

And then there's the factor we can do nothing about - propagation. The 
UK is most definitely in northern Eu rather than western Eu. On 15m I 
have heard IR4M HG1S C4N 9A8A E73W DQ4W working Ws that I can't even smell.
