No it isn't. Not ever. Give your full call once, on the correct 
frequency once the DX's receiver has opened at the end of their previous 
QSO, and then listen to see to whom the DX replies. If it's not you, 
wait for the QSO to complete and take the opportunity to get on the 
correct frequency (which may change every QSO). Repeat until you get 
through. Every competent DXpedition operator I have talked to says this. 
  The only exception might be where everyone has marginal propagation to 
the DX (eg on 160), when you still give your full call but perhaps twice.

Sending partials just means an extra transmission, and drives the DX 
operator barmy as he Alt-W's the partial he just typed into the log.
