Given the large number of serious questions about the new rules, RSGB 
should be seeking a guarantee that no existing SCCs will be reassigned 
(ie lost by their original users) until the rules themselves have gone 
through a trial period, and have been amended if necessary.

At all costs OFCOM must avoid a situation where existing SCC holders 
lose their call under new rules that are subsequently changed.
