[UK-CONTEST] 59 reports on VHF

A number of times over this weekend I struggled to get my call over to a  
distant station. The reason was simple they were none too loud! Some were no  
more than S 2 or 3 here. So when after repeated QRZ's from them they got my 
 call. Sometimes after me calling them 4 or 5 times! I get back g8vhi your 
59 123  etc! I am aware on HF 59 is the norm. But to give 59 on VHF under 
those  circumstances is  taking the Mick! My reaction was simple as I was only 
 giving away points they got 2 shots to get the info! If they did not 
that's not  my problem. After all they have given me 59! If they are too lazy to 
input  reports into the computer and constantly use the default 59 settings 
then that's  not my problem! The only explanation is the definition of 59 
has changed on VHF!
