My observation is that most of the reason for key clicks is not power but
poor CW keying. The FT1000 series is notorious for key clicks but so are
many other rigs. If this really worries you why not campaign for a
disqualification/penalty for wideband transmissions. These can be seen
easily on a SDR waterfall display. So really simple to make the correct
judgement. The same goes for PSK and SSB over driving. A few
disqualifications would soon make the point.
I would also note there are many poor receivers being used that make clean
transmissions appear to be wider than they are. Anyone complaining of wide
transmission should also state what receiver is being used and if the
pre-amp is on/off and the attenuator value if used.
Warming up a frequency for SSB is part of the contesters tool kit. The more
dedicated contester will do this and rightly so. Just because others are not
so dedicated does not mean this part of the tool kit should be removed.

The session is satisfactory most of the time apart from clickers etc. I have
found 10W is entirely adequate for most 80CC contacts and adoption of 10W by
all would reduce any transmission problems.
For SSB there is a the big problem that warming up of a frequency is common.
