It makes sense to those who recognise sense.
We don't lose points - there is no penalty for
getting serials wrong.  On the other hand, we
gain points when we get the callsign and exchange
right.  In CQWW, there is a penalty for callsign
errors.  There is no penalty in RSGB HF contests
for any logging error.  There used to be a
penalty for unmarked dupes.

This could equally apply to callsigns.  What
is special about callsigns that is not special
about exchanges - while contesting?

That's a red herring - we are not encouraging
new entrants to be casual about logging.  They
must be encouraged to be accurate.

As I mentioned, this is an entirely separate
issue.  There should be a penalty when there
is a difference between what was sent and what
was logged as sent.
