An interesting set of suggestions for which I have just a few comments, referencing
 your numbering:

2. Yes the 21/28 weekend is a great weekend and should be protected for RSGB contest
 use - near the equinox.

3. Personally I would prefer this contest to remain under the auspices of the RSGB for
 credibility - albeit it could be administered by the intrepid team suggested - thanks for offering.

7. I have always found that this 21/28 contest has provided opportunities to work
 "exotic" dx, even with a modest station - this has been due to the lack of
 competition from within Europe. Of course there has been criticism that the contest
 is not great from outside the UK as propagation to the UK can be short-lived on these
 two bands.

Rule 2.1 One of the problems with the 21/28 has been lack of propagation for much of
 the sunspot cycle - but it has been a 12 hour do and so has been a lesser commitment
 than Beru or IOTA. Also for most UK amateurs and their aerials, daylight is when the 
DX is available - so for max fun, a 12 hour contest during daylight hours is a winner.


Rule 2.3 An extension to include 14MHz might be enough to ensure that a daylight-only contest would be viable for the whole sunspot cycle.

Rule 3.1 Not sure why cw should be advantaged over phone - is that based on rate, or to encourage cw operation?

Anyway, I plan to be on this Sunday with a cw only entry. Let's hope conditions are good.
