[UK-CONTEST] RSGB 21/28MHz contest

How nice to see a new suggestion with the aim of the contest and the rationale for each of the 'rules' clearly laid out, and an invitation to comment.  My comments:
This has a good balance for those in the UK wishing to venture into contesting beyond the 80m CCs. 
Penalties for busted calls etc, are not severe enough to discourage me from participation and will focus my attention. (I won't enter with the expectation of wiping the floor with such as Clive--POI, or Chris--WOJ, but I will enter to do my best, improve my skills (it's in the rationale) by learning that errors cost, and one year I might give them a run for their money with my limited set up.) 
I take no issue with the rationales and very little with the substance. Electronic logging and a five-day submission time is part of many contest profiles, so here we have a proposal that one of the UK contests joins them.  The proposal should encouraged other UK toe-dipping contesters to dive into a new major British contest.  Go for it CC, and fellow operators.  See you on air in 2013.
