There's a lot to be said for the BERU system, with separate 24 and 12 
hour sections. It doesn't work to have 24 hours "available" unless some 
people are operating the full 24 hours to guarantee activity and DX.

The 12 hour section isn't just about allowing people to work around 
their personal operating restrictions (antennas and free time). It also 
creates a game of strategy with a big advantage for people who actually 
understand propagation.

There are two separate things going on here. One is a very good 
suggestion for a new contest, being developed by genuine consultation 
and discussion (right here, in the forum where the UK contesters already 
are, not in some contrived forum far away). Well done also to Chris and 
Clive for presenting a clear, concise rationale for every rule so that 
we can discuss the issues, not just the wording.

CC: *This* is how to get the UK contest community genuinely involved.

But Chris, Clive: please don't risk pulling a good proposal down by 
bundling in your much more personal views about "5 days", "599" and 
"penalties". These topics affect all other contests as well, so they 
need to be discussed quite separately. When (or if) they manage to gain 
general support, those rules can easily be added later.
