[VHFcontesting] missing log grid circling and undocumented rovers

You guys are dancing around a VERY controversial option with  
"undocumented" participants... think about this one (just for  
discussion's sake):

If some guy doesn't send in a log, all contacts with that  
"undocumented" participant vaporize, for EVERYONE that worked him.

(Yeah, I know that'll never fly -- but that's how a real competition  
would be done.  I'm sure the fur will fly on this one...)

That would make an interesting class -- a class of "serious"  
contesters that only accept those who will document their  
participation, versus the "casual" class.

(And of course, what we need is more classes and more in-fighting  
within our very small ranks... that'll fix EVERYTHING!  GRIN...)
