[WriteLog] Even newer version of namedmul.ini

Writeloggers,

The latest version on namedmul.ini on the Writelog web site corrects the 
code for Red River county in the Texas QSO party. So for next year... This 
version is labeled 1Oct2003 and this is only change from the 22 Sept version.
