[WriteLog] Band Changes in RU

The rule is as follows:

3.2.5. Limited to 6 band changes (maximum) in any clock hour. =

3.2.6. The clock hour is from zero through 59 minutes. =


This is evidently the new standard as all other contests apparently use the=
 same logic.

I think CQ allows for 8 band changes per clock hour.
