[WriteLog] 7QP Cabrillo Issues

When creating a Cabrillo file in 7QP,  I found that the power, mode 
and band categories are all grayed out.

Before submitting my Cabrillo file, I manually added the power and 
mode classifications, hopefully correctly.

Also noticed the issue with duping, as reported by others.
