If you are away from the radio you do not need to take 60 mins - you can 
just count that 5 mins as your on time.  

No one is making you take off time.  You just can not operate for more
than 36 hours.  And any off time that you want to have counted towards
off time must be at least 60 minutes.  

I like the off time rule in WPX - in fact it was even better when
it was a contest where you operated 30 hours out of 48 hours.  The 
selection of off time becomes part of your operating strategy.
