Who said that?  In a 240V circuit (only 240v) You are required to have  2 hot 
wires and a bond wire.  Or as you may know it, A black wire, red  wire, and a 
green wire.  If the icircuit is to be what they consider  240/120 the you 
need a white wire.  But for a pure 240 volt circuit you  only need the 2 hots 
and 
a bond. NO neutral is required;.   SO what is  insane??
