One fact lost in the 15 vs 20 amp outlet discussion is the NEC requires you to 
derate any circuit to 80pct of its full load capacity for loads which are 
steady state.   So a 20A circuit is allowed only to have 16A drawn.   In data 
centers we have to abide by this rule

You are more likely to find 20 amp plugs on commercial equipment. 
  
So I wonder why anyone wants to install all 20 amp receptacles?

The only time I have seen a 20A 120v plug on anything was when I saw a 
commercial 120v floor sander, don't think I have ever seen an appliance you can 
buy in any home goods store with a 120v 20A plug.
