I share your question - about the random turn on (ROT) VS zero crossing (ZC).  
It would seem to me that the zero crossing is the more benign condition as you 
would have (for any type of load) minimum voltage and, hence, minimum current 
at turn on.  For a ROT device, you could have the device turning on at maximum 
voltage which for resistive or capacitive loads would be maximum current.  And 
I think, on reading the vendor's literature (but not very thoroughly) they 
concur.


But this sure wouldn't be the first time my brain got scrambled!

Can someone please explain why turning on/off at a zero crossing is a  
problem? Seems that could still happen at times even with the random  on/off.
