I think Tom, K5IID, is right on the money in his comments about the OO.

I have no problem at all with the OO using a photocopier to simplify his job. 
If the OO only sent out the proper report in a timely manner, and didn't abuse 
his position or malign the offender in what he wrote, then he did his job 
correctly. If photocopying allowed him to make more violators aware of their 
alleged transgressions, this is probably a good thing.

It seems to me that the OO community can defend a position that they are taking 
a pretty liberal approach to their activities vis a vis contesting. In the 
current FCC enforcement climate, they could argue that any contester who 
operates within a crowded band, but outside a recommended bandplan, deserves an 
OO notice. This based on the recent statements by FCC that bandplans are part 
of "good amateur practice" and that frequency disputes will be adjudicated in 
favor of amateurs who are observing the plan.
