My question is whether it is legal to sign, for example, NH2K when

in the US.

This is a definite yes, and has been so for some years now. NO US
licensed stations is required to sign / when operating anywhere in the
US or any possessions.

Yes, the FCC does allow these calls to be assigned to the USA

No, the FCC will NOT allow a call such as NH2K to be assigned to a US
address. You must get such a call while being physically present, as
in this case, NH2. However, the FCC does allow vanity calls, and
vanity calls only, to be requested without regard to location. In
other words, a 1 could apply for a 6 vanity call, and if the so called
"random" process chose him as the successfull applicant, he would
receive the 6 call, regardless of his actual location.
