Yes - W2SC did that.  However, the log checking program isn't smart enough to
do that.  I know it seems simple enough, but this is an automated process that
is done on 2000 logs.  The program is written in such a way that a callsign is
either a DX call or a domestic call based upon the callsign and nothing else.

This was done because some DX stations log a number of other DX stations and
leave them in the log.  Before computer checking, I imagine these counted 
towards their score.  We also see domestic guys logging the occasional domestic
guy who calls in.  You would be surprised how may ways 100 or 1000 watts can 
be entered into a log.  Some of these can look at lot like a QTH.

I can imagine someone running 90 watts sending "TNT" - which many people would
log just as it was sent.  Is that Tennessee?  Is "ATT" Alberta?

I agree it isn't a perfect piece of software and can improve.  I try to improve 
it each year, but so far, there have been more important areas to focus on.
