The "someone" who's borrowing your callsign is the control operator.
*They* must be present at the control point.
Consider the situation where the call being used is assigned to a club.
Who, then, is the control operator? Does the trustee have to be present
every time the club call is used?
(This debate would have gone away days ago if the FCC still issued
station licenses and operator licenses separately<grin>! -- or if it was
still required to keep a log with the name and signature of the control
operator on duty..)
