I have discussed this issue live with EST.
Bob said my approach back then was not entirely correct.
I submitted two log files to WW, the other being a checklog for the QSOs
I wanted to be 'zero value to me'.
Those second logs constituted of 'unsure' QSOs that were nearly OK in my
taste but I did not want to submit them as my contest entry because I
marked the Qsos to be unsure i.e. potential for penalty points.


The right approach is to submit the log and to send the 'no-claims' to
questions address with clear indication on the subject field.

I have no evidence if that works as I get no UBN for those submissions
as feedback.
However, Bob said the log submissions address will likely delete extra
files and the other guys get penalty NIL report.
I asked him to communicate this in the magazine but likely this is a
marginal issue from committee's point of view as I have not seen
anything.
