That's right, you can't be DQed with a checklog, but some others could be if
you use exact frequency in your checklog.
My opinion on the rule is this.
Because this is a IARU Region 1 recommondation, it only applies to stations
in Region 1, and I read it this way "do not call CQ Contest outside the
contest preffered segments", but if a non Region 1 station calls CQ outside
the segment you can answer his call.
If you see the number of stations in big SSB contests calling CQ in the CW
portion of 40m I think my point of view is not over the edge.
