If that 10m high dipole is located on a 100m high hill above flat
environment at 20m ASL with good ground conductivity that dipole will always
outperform the dipol at 2000m ASL, especially if that location is surrounded
by even higher hills.

On my location in the valley I gain 11db against the same antenna over flat
terrain at 4° elevation angle by sloping foreground to US and Japan on 40m.

Antenna ASL and above ground ... if one stays at the 2000 m ASL
with dipole 10 m above phisical ground his signal will be stronger
than the dipole located 10 m above ground at the 100 m ASL location.
