The ARRL CAC has no say in the IARU HF contest rules. This is an IARU contest, not an ARRL contest. Of course, the ARRL provides nearly 100% of the funding and administrative support.

P.S. In my personal soapbox, this was a much better contest years ago, before they added HQ stations and mults to the contest. These became defacto, per-band, country multipliers, just like every other DX contest. IARU could actually be won outside of the "traditional" DX contest-winning areas.
