That's why I rarely contribute to this forum.
Perhaps thequestion should be: Ifthere 24 stations IDing themselves as
LR1A through LR1Z are all worked on 10 meters, either SSB or CW, would
the multiplier be 1, 2, or 24 for Argentina's HQ station? Methinketh
that there could easily be more than one "HQ" station, but it would be
up to the arbiters of the contest to determine the number ofHQ
multipliers. I don't see any prohibition for multiple HQ stations from
an IARU entity. But, then, I see things through the fog of cataracts
and other infirmaries of age, including rose coloured glasses.

This appears to conflict with the following rule for the IARU contest:
"4.3.3. Only one HQ station callsign per member society per frequency band is
permitted."

I would interpret a "frequency band" as being all of 10 meters for example.
This is likely the case because of the way the multiplier rule is worded:
"Multipliers: The total number of ITU zones plus IARU member society HQ stations
worked on each band (not mode)."
In the case above - I am sure the intent of the rules would not have been to
count LR1D and LR2H as two multpliers in the contest.
