Are there any contest sponsors who have already faced this issue....? How
did you handle this situation or how do you plan to handle D0 / D1 logs?

I am asking this as Contest Manager as we have have received contest log
from D1WW in SCC RTTY Contest 2 weeks ago.

Many participants had QSO with D1WW, but not all of them logged him,.. Some
facts are quite clear, at least from DXCC perspective. DPR is not a DXCC
entity, the D0 &D1 prefixes have not been issued by ITU, the callsigns were
not issued by the Ukranian licensing licensing authority, and therefore
cannot count as Ukraine.

There are several options... accepting log / to ignore log / use it as
Checklog only - even this might be an issue as some participants didn't log
him saying "I do not work pirates". etc...
