Postage only went down for first class letters and large envelopes. That
was due to Congress not extending the "temporary" exigency increase. It's
going up next year 2c due to CPI.
However, Priority mail has seen an increase. Also you're more or less
forced to use priority now if you're a low volume shipper for overseas
parcels over 4lbs. You can use M bags but they have limitations.
