This really seems like a stupid technicality that they were disqualified on.

The best fix I think is to add these UN entities as separate
countries. This way as a separate prefix they don't gain an advantage.
In ARRL DXCC and their DX contests only 4U1ITU and 4U1UN are separate
entities. CQ adds 4U1VIC - Vienna International Center. DXCC has them
as separate entities for arbitrary criteria - the ITU is a separate
entity because it is important to telecommunications and the UN HQ is
the UN HQ. But if you've ever been to or worked at (as I have) at a UN
facility you will realize that they are all treated as
international/foreign soil.

All UN entities should be on equal footing to make it consistent.

I would hope that CQ WPX contest committee reverses its decision.
