I'd argue that the issue is a lot more complicated than a DQ. The DQ 
fundamentally challenges how the UN is being treated for the purpose of CQ 
sponsored contests, or WPX in this case. IMHO this is not a simple decision 
that CQ can make on its own or make it AFTER the contest. CQ WPX is not 
challenging the integrity of the operator or the operation, but the authority 
of the UN to manage licenses for it's own stations and operators around the 
world. The fundamental assumption that the FCC has any authority over the UN is 
my mind is flawed and not based on the actual status of the UN with respect to 
US government laws, regulations, and regulators.
