It does seem to me that there is a shocking lack of analytics here. The
power industry seems to have little interest in providing any, the ARRL has
provided some, but no one has provided solid enough analytics to pass
scientific muster.

Perhaps in the case of this conflict it does not matter. The determinant may
be campaign contributions, lobbying efforts, that sort of pish-posh.
