This would be Corridor Systems. I lost the link, but a search on google
should bring it up fast.
Most utilities don't view this as a "BPL" system but more of a wireless
system. And when they hear the word wireless they think "expensive"
infrastructure because that's been the case in the past with these types of
systems when covering huge service areas.

A few months ago there was a story circulating of the development of a
non-polluting BPL system that uses microwave frequencies instead of HF/VHF.
It used the power lines to act as sort of a wave guide that allowed the
microwave signals to travel along the surface of the wires, supposedly based
on already-proven technology. Haven't heard much mention of it lately.
