A patient, kind fellow said that it really doesn't matter, just the formula
differs for dB change in voltage and power. As I understand it from what he
said a 3 dB increase in transmitter power will result in a 3 dB increase in
received signal voltage. I'm not sure that computes in my mind, but he
obviously knows more than I do.

Mike, the 6dB of difference in S meters is VOLTAGE difference measured in
the AGC.
The doubling of transmitter POWER is 3dB power.
Confusing, isn't it?
