I'm curious, why not run the RF gain full open and use the ATTN to pad the
signal down to a reasonable level?  Doesn't adjusting the RF gain down
degrade the signal to noise ratio, or does it have not practical effect with
the ORION receiver?

I agree, I would prefer the S meter to work like it does in 1.372.  The
other way you really can't tell what the received signal is unless the RF
gain is turned mostly all the way up,  this is one feature that I would not
change to emulater the JA rigs.
