Think again :=)

If the carrier is at 7.020, and you are in UCW, you would tune DOWN to 7.019
to hear the signal (with a 1 Khz note).  

It's no different than USB SSB.  If you are tuned to 7.019, and hear a 1 Khz
audio tone, that tone is being transmitted as a signal at 7.020.

LSB/LCW follows similar logic.
