One would presume to have the meter polarity reversed. {is this a trick
question?}
 In fact I have observed a watt meter in line between the antenna and a dummy
load. The meter actually indicated a few watts, the result being the antenna
was in the near field of a 10KW broadcast transmitter.

Hello Bob,
What if the needle moves backwards instead?

If it moves up scale off of 0 you have WATTS. If it moves further up
 scale you have MORE WATTS. Then when the needle stops and just bends
at
the top you have TOO MANY WATTS. I think that the way it works.
