A current balun (common mode choke) has DC continuity and looks
moderately inductive at broadcast frequencies, which is where most
lightning energy is concentrated. Thus, a SLOW buildup of static
charge will be prevented. During a lightning event, however, there
will be voltage across it (until it, like most conductors of
moderate size, disintegrates).
