Hi Doug,
You basically have a few options:
1)More penetrating oil (Kroil, PB Blaster etc), and wait, but this probably 
wont work
2)a BIG "nut breaker" - basically it cracks the nut
3)Crack the nut using a cold chisel, saw, OA torch etc
4)Heat (probably the method Id try first) - get a torch (OA, Propane, or 
whatever) and HEAT the nut.  It does NOT have to get red hot, get it hot (say 
200-300 degs) and try turning it with the wrench (while hot and or after it 
cools, or both) - BTW, if you spray it with penetrating oil when hot, it'll 
smoke like mad, but you'll tend to get more oil into the threads

When putting up the NEW tower, use never-seez (SIC - brand name) on your bolts
