There are some good flint spark igniters out there, like the one at kf7p.com,
but you might try using one of the long barbecue grill lighters. Remember
that you're welding, so wear appropriate clothing, gloves, and eye
protection.

Cadweld works fine on stranded, just make sure that the strands are wrapped
tightly, particularly where they enter the crucible.
