[WriteLog] FD 1D and points

Fine.

But, if I am reading your comments correctly.  I believe your saying your
program gave NO POINTS to dx stations outside of region 2. MY program gave
points to dx stations outside of region 2.

This is more of a concern to me.
Is WriteLog scoring correctly?
Is WriteLog scoring correctly in other contests?
How can the same program function differently like this?
