Problem fixed, thanks to Gil and Wayne's responses.  It was so simple that
I feel really stupid.

The problem was that Writelog thought the radio was in LSB mode.
So when I enabled rig control, Writelog rightfully disabled
the keyer.  For some reason I was just overlooking the "LSB" in the radio
control box in the lower left of the window, but there it was, staring right
at me.  The rig was set to CW, so I just never thought to check the Writelog
status display.  I'm not sure I've ever really payed attention to the mode
display so didn't even think about it.

The Piexx board for the 930 does not completely emulate the Kenwood
interface (850, 570), since the radio is simply not capable of software
control of some of the features like the newer radios.  On the 930, the
operating mode is not software controllable; I knew that, but I just didn't
consider that also might mean that the mode was not REPORTED correctly.

So the fix was to open the radio control box, command it to go to some
frequency with CW mode selected (which by the way was already showing as
selected.... ?), and once I sent that command the Writelog mode indicator
properly went to CW, and my LPT keying worked fine, just like it did once
before.  I
haven't tried the COM port keying yet, but I am sure this will allow it to
work as well.  I may try that out as well for future reference.

I guess when this worked back in February that things just happened to power
up with Writelog thinking the radio was in CW mode, or else perhaps I was
playing with the radio control and sent a frequency command that made it
think
it really was in CW mode.

At any rate, I feel like a real dummy.  But I am very pleased that this now
works.
I was VERY pleased with Writelog when it worked for CW contesting last
February,
and consequently very disappointed it didn't work for me for CQ WW CW last
weekend.
But now I know how to make it all work, and this shouldn't happen again.

Kudos for the good suggestions from this group, and to Wayne for putting up
with
my frustration over the weekend when I couldn't get it to work.  I
compliment him
for responding to my support query within a few hours on a contest
weekend...
