And what about the transformers on the input and output of the amplifier
board? Don't they qualify as such?
I'll tell you even some more: the American standard of safety is more
concerned with the fire hazards while the European is more concerned with
electrocution. As such isolation requirements in Europe are 10 times input
voltage plus 250 volts and that amounts to 2750 volts. Test a transmission
line transformer with a high pot and you'll find something around 3000 to
5000 volts withstand, depending on coax. Why isn't that enough?

it's not correct to compare a SMPS with this topic. All SMPS are isolated.
Output terminals are behinde a transformer for sure!
