If you are not submitting the log what's the big deal? If I get on for a few hours I want to be loud and work as many people as possible. I would guess that most of the casual ops did not even know there was a power limit and why would they care. Being loud I think has more to do with propagation than power. Power certtainly helps! When 10m is great to the East coast 5 watts can sound like 50,000.
