SINGLE BAND QSO SOLICITATION

It has always seemed clear to me that soliciting QSOs in a contest via
the telephone or internet is not within the rules for an unassisted effort,
in just the same manner as soliciting QSOs on other bands for a single-band
effort is not within the rules.  To operate OTHER bands for the purpose of
enhancing your score on the single band means that you are no longer
a single-band effort by definition.

Single-band contesting is often done for a number of reasons such as a
limited antenna system, limited time, or just the desire to specialize in
a specific band.  To operate on other bands FOR THE PURPOSE of
enhancing ones score on the single-band provides an unfair advantage
and is not in the spirit of single-band contesting.

To NOT interpret the rules this way would force all single-band efforts to
operate on all of the other bands for the entire 48 hours for the purpose
of getting other stations to QSY to the band of choice in order to be truly
competitive.  Seems obvious that this is NOT what single-band contesting
is about.

Where it gets a bit more tricky is whether it is OK to chase a little DX on
the other bands during the contest.  This has always seemed OK to me
as long as there are NO solicitations for QSOs on the contest band.
